§stability: Option<StabilityRegistry>

API surface registry (optional for gate evaluation).

§conformance: Option<ConformanceReport>

Conformance report.

§security: Option<SecurityChecklist>

Security checklist.

§lts: Option<LtsPolicy>

LTS policy (must declare at least one window when present).

§budgets: Option<PerformanceBudgetReport>

Performance budgets.

§reject_experimental: bool

When true, Experimental APIs block the gate.
