Applies the filter using the requested execution policy.

GPU execution assigns voxel keys on wgpu, builds segments with GPU sorting, and performs centroid or approximate-first aggregation on wgpu.

ExecutionPolicy::Auto picks GPU only when the input meets VoxelGridDownsampleConfig::gpu_min_points. Explicit GPU requests below the threshold fall back to CPU to avoid upload/readback overhead on small clouds.
